I don't think there's an issue of learning how to use it properly. It's a very simple tool. I know for a fact that I haven't been using it the way it was meant to be used. However, once my tweet goes out and gets retweeted, it means that I am no longer part of the equation and that my links will hopefully be circulated by people who are using it properly. But they're not using it properly. Many user aren't using it properly. And as the user base continues to grow, there will likely be more and more people who don't use it properly and more people who just decide to do other things. Twitter has jumped the shark.
