Muppets buying followers or doing follow for follow are just wasting their time and money. Minimal value may be achieved for seo purposes, yet again only if there are resulting retweets that are natural.
I really doubt thousands of dormant indian and philippino accounts created en masse will do any more than get you indexed.

It's very easy to find organic followers that respond. I can easily get them to respond more, just by participating more. I add about a 1000 new people per month, per account. I've never paid for followers.
I get on average about 20 clicks per tweet, I've gotten 1000's and I've gotten plenty of 0's. I've made money/sales, gotten shit tons of email opt-ins (I do about 20 a day across the board from twitter alone) and I use it to create followings on other social networks with people.... because having a person more than once, means I get to market/contact them, more than once.
That's before the SE benefits, branding benefits, new very targeted followers from other peoples lists, an increase in comments-response rates, the ability to poll people instantly, and... my fav part, I took a step and started talking to several PGA pros, I've talked business and shot the shit with many, it only took my own effort to make it happen.
Twitter is only limited to your own brass ball size...
