What part about this don't you understand? The douchebag put animals in plastic bags and left them in a car where they suffered and died from heat trauma.

That's right genius, the douchebag was arrested for ANIMAL CRUELTY because in the United States it is ILLEGAL to knowingly cause animals to suffer.

It's because in many years the U.S. along with other countries have adopted laws to protect animals from unwarranted cruelty.
