you can not live in a country and not pay taxes! every single purchase you make is taxed
no matter how small .. every money the "illegal" makes goes back into the economy .. a part probably doesnt go back as he tries to save and send to his family back home
but his every day living goes back in the economy .. everything he eats / drinks / clothing / entertainment .. he pays taxes on
