I would offer my services as I have done similar jobs (especially in PHP), but too swamped and too few hours in the day. Why not use a third party CMS as a base, and modify it to your specific needs? Would be much cheaper, and you would be up and running in less time. There are so many CMS's out there - many bad ones, but some really gems. Just watch out, CMS's are famous for being cracked and hacked - usually because of SQL injection vulnerabilities. When you interview a developer for the job, ask if they will use PDO::prepare or mysqli::prepare. If they answer neither or huh?, move on.
