They should start charging the owners for what the dog does.

If your dog mauls someone or badly injures them the owner should be charged with a battery or some other violent crime.

If your dog kills someone then you should be charged with assisted homicide.

No it probably wouldn't stop the typical low life's that own pits and other aggressive dogs from owning them, but it would at least make them responsible for the dogs actions.
