Drops start at 11 AM Pacific Time for .COM/.NET. End time is roughly 1PM Pacific.

other TLDs start at different times.

There's no set time, and they don't all drop at once. Registrars will keep hitting the registry until they can either grab the domain or they see it's taken. Luck of the draw on the backorders pretty much.
