I don't even see the words "evacuate the building" in the quote you said you heard him say, let alone what he actually said. Are you hearing voices in your head perhaps?
If you want the context of what he said, it's in the question he was asked, which was about Silverstein "pulling" the building and about the building being demolished. Nobody mentioned "evacuations" so I have no idea where you dreamed up
that totally bizarre and ridiculous interpretation from.
