Yep, and when the govt. CAN'T do that...they simply pass new laws and legislation that allows them to do it. (just like when the federal income tax was declared unconstitutional by the Supreme Court...Congress just convened and amended the Constitution to MAKE it legal by ratifying the 16th Amendment in 1913 that gave us our federal income tax
