When Visa revised their rules in early 2009 the writing was on the wall for many of the larger programs running chat traffic. It seems very few lasted long after that and almost all of them either closed, pretended to close or made major changes including lower payouts.

True but chatters seem to attempt it more often - even when they dont they are often accused of it by remorseful surfers.
