This happened to my grandmother about 3 years ago. I had to give her money to pay because they sent a bill for $900.00 at once and she's retired, limited income. First, I wanted a detailed explanation from the power company (it was an electric bill). They took an average monthly cost of the months they claimed it was broken from previous bills. They said my grandmother should of reported the reduced monthly electric bill because it was a sign of something wrong and that she was responsible.

I paid the bill, but I argued a bit and asked them, "what if I tell you she's been living with me for the past x amount of months and we shut the power off at the box?" They didn't have a response and I'm sure I could of fought it.
