But in this case this I think this woman was just completely nuts. Seems to me she filed the paperwork to start the welfare, it was incomplete, and when they tried to contact her they were unable to, and she missed a number of appointments they had set up to meet with her. Seems to be a case of she filed the paperwork but failed to follow through on anything, and then went nuts and shot her kids and killed herself. Sorry, you don't kill our kids because you couldn't get welfare - you kill your kids because your a nut job.
At the same time... In that article it says the application for welfare is eighteen pages long? Really? I'm guessing that the people who need the welfare the most are not the brightest people in the world, and trying to get them to fill out eighteen pages of paperwork is difficult at best...
