I think you'll find a lot of the people who need it are mentally not capable of filling out 18 pages of application questions, I agree. I also think even the average person would have trouble filling out an 18 page government application.
Then, you have the people like in your original post, and the friend you mentioned, who are smart enough to get over on the system but don't deserve the benefits.
This is the type of abuse that needs to be stopped. Both abuse of the system, and abuse of those who should receive benefits but are denied for the reasons above.
The woman mentioned in my link obviously had mental issues, whether they were constant or just a result of the stress and frustration of not being able to feed her kids, who knows. Maybe that's why she did it? She figured that it's better to kill all 3 of them fast with a bullet rather than starve to death...who knows.
