I am no expert but I think some of those "starting bids" will prevent many domains getting any bids whatsoever whereas if the starting bid was a lot lower, they might at least get some activity to build up momentum.
The seller can still be protected by a reserve (stated or not) but depending upon how things went could reconsider this reserve in running or after the event if necessary.
