I can make them for you if you need. As for programs, you need flash to create them. Some programs do make them for you but If youre serious about flash you should get adobe flash. Theres an older macromedia flash version that can make a lot of thebasic stuff and even some complex stuff but it dosnt work with newer flash pieces that were made with the newer flash versions.
