Terrorism? The most common reason is economics? jobs, and to some extent, drugs. Terrorism isn't used as pretext very often at all. Nobody is afraid of Mexicans blowing up Cowboys Stadium. Though there is an argument to be made that it would be very easy to sneak powerful weapons in through the Mexican border, but the point is not raised very often. People get more upset about jobs.
