It's easy. Have less police, firemen, road builders and other public sector workers.
Yes Public Spending, and borrowing, is out of control in so many countries. The obvious example is Greece.
I hear Republicans scream they will cut taxes and this will create jobs. Without hearing how. If a Government cut taxes it will lead to them employing less people. Granted, there's a small part that goes straight over seas that can be cut without loss of jobs.
So if a Government cuts taxes, borrows the same or less, inevitably it will mean spending less and less jobs.
Will the Private Sector pick up those job losses?
IMO no. It's in a bosses best interest to cut jobs what ever the taxes are. Employ less to do the same job, out source to places of cheaper production and labor costs. Remember the scandal with iPods being made in Chinese factories?
Employers only take on more employees when they are needed. Giving them a 5% tax reduction doesn't mean they will all work harder. It just means they get more money for the same work.
Yes there is a level where people say it's not worth moving up in the wage scale to lose 75% in taxes. But if an employee wants to make more money. He has more and better options than increasing his home based work force.
