People can deflect very professionally. It doesn't mean he is not deflecting. I met dwreck at a show once and he seemed like a nice guy. I am quote sure this is not his fault and he probably has no control over the money, but as some point, when someone isnt getting paid, its more professional for him to say "Dude, I asked to get you your payment, it hasnt gone out yet, I dont know why, its not my fault, please contact accounting, I am doing my best to help but its not going anywhere, I will continue to help as much as I can" anything besides that is reflecting if you ask me.
