Same is true for us, we have several design and maintenance clients and the first thing we tell them is that simply having a website isn't going to bring them more business, they need to do some actual work for it, like adding fresh content, getting targeted ads up and running, doing cross linking etc, etc...
Most of them listen but fail to put it into practice, we even had one client a few months back tell us that all the work we did to get them listed for some competitive real estate terms wasn't bringing traffic to their site, even though the server stats proved differently, they simply weren't happy with what they had achieved because they HAD to pay for it.
