I have been doing business in Latvia for 10 years and could help you out. Most girls in Latvia will speak Latvian or Russian only. Girls with experience hustling foreigners in the centre will speak English, but the young ones in the districts will mostly speak Russian only.
Of course all girls in Latvia understand the language of money so you will get along OK. ;)
