As of now I have successfully cut off Mastercard, Visa, Paypal, Alertpay/Payza, 2CO, Moneybookers, American Express and Diners Club payments from sites.
Paypal is the quickest to act because they have direct control over their service. So do 2CO and Alertpay/Payza, Moneybookers slightly less so but still quick.
Mastercard and Visa take time. The credit card company's brand risk team need to consult with the region, then the region with the bank providing the merchant account then the bank need to go back up the line. So it can take days to weeks to cut off Visa and Mastercard. However it's being done, as we speak 14 sites will lose all ability to process any major credit card, through 3rd party processors or their own merchant account.
So offshore is an option if you resort to Webmoney (russia) or Bitcoin or similar. The fact is that cutting off popular western payment options will kill these sites, they will simply run out of cash.
