That is a very small % and because they are so short sighted they don't realise that if there were none of the large illegal tubes a lot more people would be joining over all. They are willing to put up with some tiny scraps left over from the tubes and for some reason believe all their sales vanished into file lockers. This is simply not the case.
When xvideos was down just for a short period, just that 1 site, lots of people reported a significant rise in traffic and sales. The size of some of these tubes dwarfs filelockers, you will notice no rise in sales or very little increase even if all are gone. Take down the largest tubes and see what happens.
What is sickening to watch is people that have totally raped the porn industry with illegal tubes preaching about filelockers on some moral grounds.
Then enemy of my enemy is my friend is not true in this case. Both need to be gone, but only tubes will make a large difference to this industry.

Tubes and file lockers are both bad. Very bad.
As for which one is worse, that's predicated on the nature of original content.
If we're talking mainstream porn, the tubes have done the most damage by far. Niche and micro niche content on the other hand is harder to find on the tubes, but ridiculously easy to locate on the file sharing forums.
Tubes tend to be a little more responsive to DMCA take down notices as well. On file sharing forums it's not unusual to see a half dozen file locker links to the exact same file in just one single post. All of which will be re-uploaded 5, 6 or even 10 times before the upload monkeys see no further value in uploading it yet again.
Comparing tubes to file lockers is like comparing a toothache to a broken ankle. They both suck and they both need to be addressed, but they can't both be dealt with in the same manner.
