He'll milk those accounts dry and withdraw funds every minute to make sure none are there when paypal finds out and blocks him again. When there are no paypal accounts anymore, he'll close up shop and run into the sunset.

Uploaders will get left with their unpaid affiliate accounts, customers will get left with dead service, and paypal will get left with shit ton of refunds. But it looks like upload monkeys are too stupid to see through this plan and fall for it, really hoping to get paid according to those ridiculous rates.
