Paypal have NOT said they will not process for file lockers.
Paypal have been consistent in saying that File Lockers need to become an approved merchant before they can accept Paypal.
File Lockers must go through an approval process before they may transact with Paypal.

I have no idea, Paypal do not provide us with any information about their customers so we have no way of knowing. We do know that on WJunction there was commotion about Netload not having Paypal.
