no shit it gets thrown away, its part of FDA law. same with people who work at the restaurants, if you don't finish your steak diner, they can't just pick it up and eat it.
Food is prepared for the ordering customer, there is no "thrift store" of food unless your in some country that doesn't have laws against it.
Can you imagine the amount of homeless people that could sue a restaurant because they can claim they got salmonella or food poisoning because the food was left out for a few hours or cooked and reheated?
