If the ban covers liquor with over 20%, what about under 20%?

just cause it comes from the czech government, it must not make sense. it hardly ever does.
but under 20% its mostly wine and beer and thats probably too cheap to bootleg
edit: also if you took all alcohol away from the czech people, you would have a revolution within 48 hours
