I actually think there's some truth to what you're saying, although I attribute the 'slant' of sw (so to speak) to a different source
sw is primarily a place for women who work in the sex industry (dancing, escorting, camming, PSO) so we do centralize our needs and aims. When I stated that it is an 'industry friendly' environment, I should have qualified that. SW is friendly to reps who realize that they are entering a sex-worker space and who are willing to give as much as they take (free publicity, seeking customers and cam chicas for their sites, etc)
The central aim of the camming section of sw is providing emotional support to our peers and striving to share knowledge regarding the skills required to make as much $$$$$ as is possible. We do censor virtual studio spammers, we do censor guys who post in the wrong areas, and we do centralize our needs and goals. Sometimes those goals mesh with those of industry reps, and sometimes they don't. We'll continue to ban anyone who tried to trick chicas into signing up to sites through virtual studios, for example, and we will continue to call out reps who lie about who they are. We'll also continue to mock site reps with half-baked business plans who spam sw trying to find cam chic sign-ups for their new sites. As often as not, though, when a site rep/agent/studio is called out for shady tactics, they're the ones begging for censorship. They want threads locked and deleted so that evidence of their behaviour gets erased.
I definitely don't consider sw to be 'garbage' for setting clear rules on appropriate conduct, rather, I think it's a function of having a clear mandate
As a mod on that site I can say that I strive to make decisions based on what the sex worker members of our site want from our community there, as do the other mods. I really do try not to impose my own personal opinions, but I make no apologies for making decisions based on what serves the needs of cam chicas. That's the primary aim of 'our' section of the site.
