You forgot to add UNION membership dues can not be used for political donations by any means.
A sheer popular vote would be the worst thing for the united states. The 4 major population centers would essentially override all other states and their interests.
As imperfect as it is, it insures that things are slow moving rather than a bunch of knee jerk reactions.
