Video size is huge for average server. Other factors include your internet connection speed.
For streaming we have learned 1500 kbps is a good maximum for most users. Most peoples connects are not fast enough for higher res streaming, hence the freezing.
Give them higher res to download. Anything over 2500 kbps is overkill unless it is huge HD file. We have some HD files in the 4k kbps range.
If you want to stream really high res you are maybe looking at wowza or something. Good luck!
