Considering how he went strongly against a program that recently launched on here advertising girls that were as young as 13 taking nude pictures of themselves, I would say that is out of character for him.

The fact people can buy premium keys from resellers makes it even more anonymous.
There's only so much man power that can be used to seize just a few of the servers and databases.
But that's not the entire point, file lockers have really pegged into profits effecting the makers of IP significantly.
