On the liquor license stuff, simply go through a broker, or do a rent to own deal, plenty of people with 4COP liquor licenses across the country that are not using them other than for an income stream.
AmLex.com is a good place to start, or go with a food & beverage license, it's $2500 a year but you have to have some creative accounting in place to meet the typical 51/49 split of food and beverages.
