CCBill raised the payout by check price by 1 percent, because the US Postal service raised their rate by 1 cent.

which you quoted in your post. What are you complaining about? If CCBill sends 10,000 checks per week, that is a $5200.00 increase in cost per year for them. Why should they have to absorb this cost?
