In 1956 there was a very real need for all those things. It was still a time when a lot of those actions needed to be worked on.
In 2013...not so much. Those particular problems that Eisenhower was working on have been addressed for 57 years now.
Kinda like how the federal govt. waged a "war on poverty" starting decades ago, spent TRILLIONS of dollars...and yet the streets are still full of homeless people living in poverty.
I think (no..I KNOW) that in the beginning a lot of things the feds try to do have sincere intentions.
But after a few years they become bureaucracies and employers of govt. employees. And they then become never-ending money pits because it becomes what people do to earn a GOOD living.
They no longer address an actual problem, but instead are just another govt. job being paid for by tax dollars while current issues that really could use some federal oversight are shortchanged.
