After reading their statement I decided to email them since there is a site in particular which uses spicyfile (a site downloadnolimit processes for) who rarely responds to DMCA notifications and when they do the poster just re-uploads the file.
I am really interested to see how true their statement is and I will keep you posted!

You may note that they wear "Member of ACIUF" badge with pride. This is like a serial killer wearing a CrimeStoppers tshirt.
Through the sale of memberships to dozens of infringing file lockers, DownloadNoLimit directly contributes to ripping off content owners.
ACIUF may wish to explain why they are becoming partners with a payment system that is deliberately dedicated to infringing file lockers that routinely rip off the content of rights holders.
