Well, here's fucking answer. My god, it took me all of three minutes to figure it out and yet the conspiracy whack jobs are still talking about this like it's true. A van was pulled over. It had no explosives. No one was arrested. I believe this was during a press conference on 9/11:

There was a lot of fear going on that day, a lot happening. And rumors were quick to start and nearly fifteen years later they are impossible to get rid of. A truck was pulled over. There was no explosives. No one was arrested. Really nothing more than a non story that some whack jobs have blown completely blown out of proportion...
