This is popular in Italy, since most gambling sites are unreachable from years and every site explains how to set opendns or googledns. It is very easy for police in Italy to order blacklisting domain names for any reasons, you can even sue someone because he write something about you that you don't like in his site, and judge order to wipe his domain from dns.
