I don't have an account on xhamster, so maybe I'm seeing something different, but what I'm seeing seems fair enough to me (this is, of course, looking at them strictly at this point in their business life and ignoring past practices):

Welcome to xHamster's Program for Content Producers!
Now you can earn money with xHamster promoting your content (videos and photos) to xHamster's users (~20,000,000 unique visitors/day). Posting on xHamster is 100% free, we earn only when you earn with your revshare program.
How to start?
1. You need to own rights for the content. Be ready to provide documents (2257, ids, model releases).
2. Register a free account on xHamster, send us your username and a link to your affiliate program. If you have no affiliate program - we can discuss terms for posting.
3. We'll send you a letter with our username in your affiliate program and upgrade your account. You'd be able to add a list of your sites with banners.

From what I see, they want to sign up to your affiliate account to get compensated for sending your site traffic. If you don't have an affiliate account, they want to discuss some time of terms for them to get compensated.
I would think this would be a standard practice for a legitimate/legal tube...
