Everyone is recommending wordpress yet they do not know details. Imho wordpress is not so good for everything. Sure it's very extensible and lots of skin and mods are available which make it easy to set it up, skin and customize but there are some better options too depending on what is needed.
Well, I would like to know more details and possible what kind of money we are talking about?
