In april 2013 I saw some local porn company comming out of no where and processing their adult sites with paypal... I emailed them (paypal) to figure how come it was possible and here's the reply I got from them:

your question regarding adult sites. Each adult website is reviewed by
our department for compliance with our Acceptable Use Policy. If you
would like to receive payments for an adult site please forward the URL
so we can provide accurate feedback.
