However to be fully compliant you're going to need lawyers to provide advice on the various things that you need to do in order to be compliant.
It's also worth noting that where you operate in a jurisdiction other than the USA you will also need to comply with local legislation which will usually included observing the various agreements and treaties entered into by your principal government.

Yes a person has to be in touch with the lawyers in order to learn and comply with the rules and regulations regarding the copyright laws of the country if not in the US
So in the end according to me you are trying to say its not just about answering to the DMCA the main thing is that u need to make sure that content doesn't get uploaded again and currently nowadays if a particular file is deleted it can be re-uploaded again and thats the problem that you are facing and thats is to why you are killing of the filelockers
