Did you read this fully? It's comical.
Seems there was a typo and someone confused the 20 country code with the 202 area code for Washington DC. This accounted for more than half of the incidents. The other half was because they were tapping cell phones of forginers out of the US, and broke the law because they entered the US and the NSA wasn't aware of it - being as it's all automated and what not.
We waited months for this information and that's all they got? Types and mistakes?
But of course the Republican sites you read must have their panties in a bunch because this was big news. This is like the IRS story - it's a non story. IT's a bunch of people getting excited because they wish it was a story.
