The way you describe them makes it sound as if there is a group of people acting without check or using the united states as a patsy. the nsc is charged with authorizing covert cia operations, there have been many instances in the past where it's been revealed the cia is operating without nsc approval or oversight. the cia has lied in the past about where revenue is spent as well, so they could operate unimpeded by oversight. i'm sure they have several other ways of creative accounting as well.
look at it this way, you know how many directors of the cia have had that gig under obama?

in 7 years the director of the cia has changed 6 times, do you think the head of the cia is briefed on each and every cia op that is going on?
of course not, it's not even possible. 6 cia directors in 7 years. think about that. now carry that through the cia chain of command and realize the right hand does not always know what the left hand is doing.
but even more importantly, the cia is not the representative entity for our government and the american people certainly should not be blamed and more importantly, murdered, for what the cia does.
feel free to call me insane for that. couldn't give a crap, i'm very happy being insane if that means thinking it's wrong to kill innocent people for something a covert gov entity does.
