I have shahvatnak OP as affiliate since 4 days, traffic comes from shahvatnak.com.
I can confirm this traffic should NOT be paid by any CPA/PPL network as US/CA/AU traffic.
Of all the signups, I could find NO ONE made from an ISP, they are 100%, from proxy, all of them. List of IP's:

Now, either iranians use proxy even when outside Iran (why so?), or these are Iranians 100% in Iran today. Which is not payable, even if geotarget (maxmind) reported it as US/CAN/UK leads automatically. US/CA/UK is the place of the proxy server, but the PPL CPA offer is for people FROM (currently in) US/CA/UK - also there is mention about proxies in "instructions" page, at least in our program.
