It not just about infrastructure, its also about accountability. If there's basically no way you can get in trouble for overseas credit card fraud in a particular country then chances are high that people will be trying to get away with it.

Let's say someone steals my credit card details in the Dominican Republic and uses it while I am in the USA (there is about a 99% chance any US credit card # used anywhere in the DR will be quickly placed on a variety of black market lists for sale)

Obviously I can complain to my bank and usually get a refund and a new card. But what happens to the thief? Not a goddamn thing. I would have to travel to the DR, file a police report in person, help the cops identify the thief and then shrug my shoulders as they tell me that according to local law there isn't enough evidence to do anything.

So obviously its not worthwhile to accept transactions from the Dominican Republic. Many other countries fall into a similar situation and for that reason it doesnt make sense to accept transactions there.
