I would tend to agree with this, but I think there's a real distinction between properly defined text link advertising and links/sites that are obviously built to do little more than circumvent quality control guidelines at the SE's -- not just Google -- and then blatantly advertising they are doing so.
Being mentioned on a site of
relevance is not a bad thing -- in fact it could be argued that it's an extension of the information being presented on the site where the link appears -- an external reference if you will.
