You're right, but I was limiting my discussion to the U.S. because the incident that started the thread occurred here. The technology of ubiquitous cell phones with video capability and easy publishing on Youtube, Live Leak and the internet in general are relatively new and powerful technologies that highlight all the problems, whereas years ago, it would just be the police's word against yours.
