About your second comment, I have never seen a cop here with a mask, not even special forces. But as I recall in mexico some Cops do wear masks, is mexico also on your "Axis of Evil". Are you afraid also to go eat at Mexican restaurants ?
Last year Cali / Colombia was the home of the World Games, there were thousands of tourists and sportsman in the City. And not a single issue was reported.
"Common sense" is also to be intelligent enough to know that everywhere shit can happen. Even at your home town.
