Doesn't epoch work as a payment gateway (processor) as well? I see no reason, at all, that you would have a merchant account and then want an IPSP as well. There is only 2 reasons to cascade, to spread out money or hope that first denial turns into a successful transaction. And you obviously would want that cascade to go to another processor using a different bank. All of that can be accomplished by using different *payment gateways* which hopefully uses a different bank, and only pay the fee associated with the merchant account.
The only reasons people talk about using CCBill, then cascading to Epoch, or wherever, is what I mentioned above. I think it is important people realize the difference between an IPSP and simply a billing processor. Because bottom line, they do not need IPSP accounts to cascade and throw money around using different banks.
