As I don't know what your sites are, if tour vids are constantly buffering that could simply mean crappy hosting/server/peering/uplink or all of the above. Now, you don't need a Godzilla powerful server to stream videos but if you're on shared hosting it's obviously a bad idea.
That sample video is nice quality, but you can easily compress it by 50% http://www.trollenstein.com/re-encoded-test.mp4 (26MB Re-encode Vs. 52MB Original) so it's worth playing about with encoding options as not only should you show the very best quality vids on your tour (as people will assume if the tour contains crappy quality the members area also will!), but will drastically reduce your bandwidth usage, and small sizes = faster downloads = happier visitors etc. Just make sure ALL the video meta data is at the start for smoother pseudo-streaming etc
