Does this include derogatory comments not aimed at persons of color?

As an example, someone calling a caucasion "Whitey" "Cracker" "Honkey" "Blue eyed devil" and so on is racist. Yet, is is overlooked by admins / moderators because it doesn't fall within their view of the term racial slur.
